The people would also need education on their history of using cannabis within their ancient traditions and target many high-profile figures to support the use of marijuana. Because of the strict laws and taboo views Japan has of cannabis, it would be a hard road, but the understanding and education used properly, Japan could c reate legislation that would override, or amend their constitution and current laws banning its use.
